You can track mileage from the time you pick up your first passenger to the time you drop off your last passenger. All the miles in between trips can be counted as well. This is the only way you will be able to make money doing this .

When government doesn't provide efficient services, there will always be entrepreneurs who step in. Car2go > gov't insured private vehicle. Uber/Lyft > gov't controlled taxis. Now Dropbike > CoV's Mobi. Adapt, or get replaced.
