The National Government wants to allocate ksh. 310 billion to the 47 counties which the senate believes is unconstitutional and therefore have filed an application to the supreme court seeking advisory on the same. Initially the National Government allocated 316B.

National government allocations rose to Sh1.56 trillion in the year starting July from Sh1.36 billion the previous year. Counties equitable revenue share dropped to Sh310 billion from Sh314 billion.

Devolution if well implemented is supported to be solution to marginalization. It's meant to bring the services closer to the people. This can only happen if the counties are allocated the required funds. Some functions are devolved yet funds not allocated.

Our nation's future depends on effective government, one whose functions are well defined & no one does what they are not mandated to. Look at what is happening, a big four agenda with MORE RESOURCES than what the county gets yet functions within it are devolved
