1. Majority of judges in plenary reject Al Hassan’s attempt to disqualify Judge Alapini-Gansou because of her previous work in Mali. Three judges disagree: Fremr, Morrison, Henderson. Troubling there is any split when the issue is appearance of bias.

It’s really unbelievable that the PTC hasn’t decided whether to grant leave to appeal in *five months*. It will be catastrophic for the if they say no. Further reason to question the wisdom of an appellate system that asks judges to review their own decisions…
