I think this might be the maximum possible DEM gerrymander for Kansas, along with 2 districts as close to tossups as possible. a D+8.41 is possible but it looks incredibly ugly and only improves the DEM win chance by like 2%.

Very interesting blogpost from PoliticsNC on how ending wld affect NC's Cong delegation. When Dems had majority, a lot of those guys were conservative Ds from rural areas. Races would be more competitive, but maybe not more lib-D.

No insurer wants any costly risk to join any of it's tiny healthy risk pools. Needle in haystack management allows private insurers to avoid or abandon undesired health risks by not selling to them, or pricing them out of the market. Private IS .

Illinois Reapportionment Project Map. It's hard to understate how well Obama did in 08', carrying over 85% of the congressional districts. As of now the battles are in the collar counties, where 9 out of 10 tossups are.

This week's poll features two very different districts: PA Senate 18 encompasses Bethlehem & Easton, so it's mostly urban & suburban. Is this an example of cracking, or packing, or both? Most at risk: the value of votes in both PA cities.
