hearing talking reciprocity. Here’s the issue: FISMA requires that the CIO sign off on the risk. FedRAMP can’t override that requirement. The idea of “presumption of adequacy” is designed to address this.

hearing. Weird answers from the two CIOs on FISMA as both said it wasn’t an impediment. FISMA is the governing statute and what requires the CIO to sign off to issue the ATO. Without FISMA none of this is necessary.
