Comments on global flows often ignore its finer aspects. Concepts&data collection methods are entirely different for Flows, M&As and Greenfield Invts. 's GITM (Oct.2018), indeed tells that "there is no direct accounting relationship between the different sets of data"

data is Tricky. Serious omissioins & commissions make comparisons less reliable. In addition to a variety of avoidable payments which resulted in huge loss of forex, as much as $71 bn was withdrawn by foreign investors. Also there is a gulf between top host country & India.

FDI has no significance. Revenue & profits generated from FDI gets repatriated out. underdeveloped countries need FDI for skill building & technology acquisition. India is way ahead & should strive for entrepreneurship & domestic investments

The real problem is while with just a little bit of effort many questions regarding can be answered unambiguously, there is utter lack of will on part of policymakers. They are content to be led by bureaucracy & happy to issue (often misleading) statements & remain in denial
