Scotland is paying for 8% of the estimated £86Bn costs for HS2 even though it will end at Leeds. Scotland’s ’share’ of HS2 spending is more than four times the size of the HM Treasury estimate of the start-up costs for an independent Scotland.

So Scottish income tax coming in short of forecast. Let's be clear, IT for the entire UK came in short of forecast due to slow growth in wages. What hasn't been reported is, in Sco the figures have improved on last year, whilst dropping in Eng&W and NI.
