Most enterprise customers I talked to rightfully use signed {modules|libraries|binaries} to prevent mistakes, not as a security feature. Secure chains have their (security) place in specific environments, but the general purpose part of it is vastly overrated.

I can understand the "reduce mistakes" part.

I think ms disabled unsigned drivers to get a hammer on rogue software developers mainly and security only secondary
