it is heartbreaking to read through Canada’s Feminist International Assistance Policy to learn that no where in the document are women or girls with disabilities mentioned - yet they are the truly vulnerable and marginalized - their needs not addressed

There are many vulnerable people who due to their inability to communicate verbally, and/or may be developmentally disabled, have encountered abuse (physical or sexual) that they cannot report on; and therefore, suffer silently.
