The notion of _the_ correlated electron problems is the hope that all (or many) of these problems will eventually be solved by some common set of ideas or underlying principles.

It's a bit nebulous. Generally speaking, _a_ correlated electron problem is a system for which we observe some behavior that cannot be explained by existing theories where the object that carry electric current act like free electrons.
