If a site intentionally has lesser content on mobile than the desktop, will the 'rest of the content' eventually get crawled? And will it be crawled as a Googlebot Desktop?

No, we will ignore any & all content on the desktop site if we index the mobile version. We will only index the mobile version.

I think the changelog is more for things changed with MFI, this is just a (pretty damn good) update to the guidance & advice rather than anything different with the mechanics of MFI:

Can you please direct me to instructions for indexing an SPA PWA and/or PWA-TWA that is in the store & on the web? These both were discussed at Google IO and Chrome Developer Summit, but it has been hard to find documentation for reliable and effective indexing & ranking. Thanks!

How is AMP treated in this case? For example, if you have both mobile-friendly (responsive) pages and AMP URLs, what is crawled and indexed?
