So by optimising the database, your users with big data sets can do something faster, cheaper, more accurately etc. That’s what I’d try to measure as a victory condition at the end, and use it to slice the scope and prioritise

It’s likely that you and I are using different terminology for actors. The way I use those terms, things that developers do (including optimising the db) are deliverables. The objectives of those things are impacts on actors and business goals.
