The 4 Qatar Airways Dreamliners delivered yesterday from Seattle to Doha, are on the way back to Victorville in USA, probably for some cabin and/or IFE installation/upgrades.

And now back the other way for the 3 787-9s delivered today to Qatar Airways. This makes 7 787-9s for the airline that were delivered to Doha for contractual reasons and flown back to Victorville for interior fittings.

Besides the 2 pilots, who would likely be on these flights?

Likely a crew of 4 pilots. But unlikely anyone else.

If these are running empty this is ludicrous! Just burning through resources unnecessarily

I think US accounting legislation and goals for the year are more at fault... I imagine the aircraft would not have been counted as delivered in Boeing's books for the year, if they were just ferried for fitting the cabin.
