this is one of the Rees Mogg amendments accepted - it makes “unlawful” for HMRC to do what was official government policy as set out on Thursday and agreed at Chequers by Cabinet, unless EU also collects tariffs for UK, which was not mentioned in either last week. Incredible.

My guess would be that it would be an influx of former Kippers wanting to vote for JRM or BJ, but by all accounts Nick Clegg in his book also encouraged Libs to become Tory members for opposite purpose.
