No. The announcement mitigates the effect of what would have been a larger fall in funding between last year and this year. The announcement pledges more money for housing, not less.

He was talking about this week's announcement, in which TM pledged extra money. That is not a cut. If he'd said "the government has announced more money for housing, but the housing budget it is still lower than in 2010", he would have been right. But he didn't so here we are.

I'm not sure. I guess some of this is pretty counter-intuitive, to be fair. Economists are taught about the "lump of labour fallacy" but most of us are not. I can see why someone would assume that higher immigration drives down wages.
