Today it was announced that Yahoo! Groups is shutting down, and taking with it a piece of critical national infrastructure: the Oftel Yahoo Group which is used for managing UK phone number assignments. Yes, really: See Ofcom's website

Ofcom have a response, but this still leaves a question: do they not have any official process of notifying all relevant parties of assignments? Under reasonable systems, such lists are unnecessary

I read the announcement as the groups were staying but they were getting rid of all the online storage attached to them? Is that not the case?

That is not exactly accurate - the site itself will not be shutting down - neither will the service - certain aspects of the service will no longer be available
