We are currently based in Dubai, but we don't consider it our permanent base. We are unlikely to ever consider any location to be our permanent base.

The reports that has been unblocked in Iran are consistent with our data, however, the speed of access to in Iran hasn't reached its pre-blocking level. We are analyzing the traffic to understand the reason for this before making any announcements.

You would expect a high-quality newspaper like to double check the validity of its headlines. I'm curious what has to say about this, as the editor and a user.

Not sure why some media would refer to as “Russia-based”. We have no servers, developers, companies, bank accounts or offices in that country.

Nobody knows. But the “channels explanation” doesn’t really work since Signal doesn’t have channels either.

No significant change in traffic patterns. According to our data, the majority of Iranian users still can’t access Telegram.

This procedure was established in the aftermath of the 2015 Paris attacks, when the public called for decisive actions from to counter public calls for violence. We will look into whether such measures are still necessary in 2018.

I see it as a big win for . The creators of Amadnews informed us they dismissed the admin who violated our “no violence” rule, promising to comply with our ToS in the future. That’s all we ever wanted to hear from them.

Public group chats on Telegram are encrypted and inaccessible for governments. As for blockchain-based anticensorship tools: we are working on them, will announce in Q1 2018.

We don’t care about complying with local laws. We care only about applying our own rules fairly and equally to all public content on . Not sure what you mean re encryption here: public broadcasts on Telegram (“channels”) are public by design, like your Twitter account.

We don’t and can’t take sides here. The admins of the blocked channel apologized for promoting violence and created a new channel that reached 700K subscribers overnight. This and thousands other opposition channels freely operate on , complying with our simple ToS.

We can't block new ‘amadnews’ channels unless they break our rules. We don’t take sides in political games; we enforce our rules equally on all players.

We have evidence that 'amadnews' promoted such mirrors beforehand specifically to avoid blocking. We apply the same approach when dealing with all violent (~ISIS) channels. If mirrors are not suspended, their admins get away with violating ToS forever without any consequence.

had been used as a mirror by the same admin to avoid the consequences of breaking our rules. The admin has opened more mirrors now after the blocking of 'amadnews', which is fine. Only the mirrors existing at the moment of violation get shut down with the main channel.
