I like git history hygiene and bisectability. I also like that a new reviewer can come up after a few iterations and read already amended commits in the correct order.
Hook would also work, although I'm weary of messing with people's local branches.

You mean before pushing, right? I want people to read commits in the order the author intended. The best I came up with is an Action that rewrites the branch on PR open, doing "git rebase -i {base} -x 'git commit --amend' while writing curse words to stdout.
