La comparación me parece engañosa.Parece sugerir que podemos aspirar a intervenir en sistemas económicos con el nivel de precisión,focalizacion,de una cirugía (aunque tal vez el símil exagera la precisión de los cirujanos!)

Why would that be a better default? I would think that the burden of proof should be on those asking for a subsidy(show there is a market failure,some economic rationale) and not on those opposing. Specially given the political economy of these types of policies.
