The U.S. Constitution sets the Census count as every 10 years, and it's been conducted that way since 1790, . In order to change it, we'd have to adopt an amendment to the Constitution. Until then, this is how it works. Thanks for the ?

., no, you do not have to be a citizen to fill out the Census. It's a once-a-decade count of who is in America in 2020. That means residents, green card holders, refugees, the undocumented and citizens. If you are here, you count.
