it's not the exact same spot, but the idea is the same. Hizballah hides weapons in civilian spots, such as the port that exploded today. They confirmed there were tonnes of nitrate housed there

It seems to me like they shifted their activities to place where the explosions happened now, after Netanyahu exposed their locations at that time in 2018

As you can see both are on a seashore, the UN had apparently done a check in the sites alleged by Israel, Hezbollah could have just shifted their explosives easily via ships from one site to the other one

no those explosives belong to Hezbollah. Hezbollah is a terrorist organization who oppresses lebanese people. nothing new. don't be naive. there's was lebanese protests, then it happened. Iran who funds Hezbollah, acts the same way against his own population to silent protestors

It shows that Hezbollah thought it was a good idea to dump their explosives right in middle of civilian area so that Israel won't attack, but as you can see it backfired due to an accident & see what happened?
