Yes websites in the past have been penalized for this type of thing, but its always done excessively and this is the problem, people find a technique and abuse it, i think mixing your link strategy up is important

( 1/2 ) Well if Google is asking this question then yes you want to avoid unnatural links and you're not meant to be paying for links to be placed on pages and you might want to avoid that if you're talking to someone from Googles webspam team.
