The Copied history list can only be arranged by date copied or added. However, custom lists can be rearranged.

Yes. You can do this right now if you copy on iOS while the app in running on a nearby iOS or macOS device.

The Clipboard Sync option is found right below the iCloud Sync toggle in both apps. iCloud Sync (ON) Clipboard Sync (OFF)

I still recommend using Copied’s iCloud Sync. Clipboard Sync on the other hand does the same thing as Universal Clipboard.

Copied’s iCloud sync syncs the data to all devices while Clipboard Sync has the same functionality as Universal Clipboard.

Oh no, keep handoff / continuity on. In Copied’s sync settings, keep iCloud Sync enabled and disable Clipboard Sync below it.
