When someone's bonus or promotion depends on them shipping a "spec" or a feature, it's hard for them to accept feedback that the whole thing is a bad idea and should be dropped.

Even worse, there is very little motivation to *keep* working on it after that spec or feature has shipped. Career-driven innovation is only slightly less distasteful to deal with than organization strategy-of-the-day shenanigans.
