Hah, yeah, that's not documented. I only figured it out by sleuthing around here: github.com/actions/toolki… --- It looks like you can issue directives to the CI system just by printing certain strings to stdout.

Honestly I don't think the docs are that good just yet. I liked the hcl based approach quite a bit more as well. Also I ran into an unresolved issue where you have a matrix with only explicit includes which just doesn't work right now. Could be improved, I guess.
