So what you are saying is that black owned companies that not empowering other black people must be given contracts at the expense of companies which are not black owned but that are empowering black people?

Don't you think if BBBEE was based purely on ownership then it would defeat the purpose? As some 100% black owned entities would decide not to do business with other black owned entities and to also not employ black people as they will still be compliant while excluding majority?

There is a difference between BEE and BBBEE. BBBEE looks beyond just ownership. If you are 100% black owned but not employing black people, not buying from black entities, not training black people and not donating to black charities you will not have level 1.

All large/Generic companies with turnover above R50m are required to comply with all BBBEE requirements. If you are 100% black owned & you are a larger/generic company it does not mean you get a better B-BBEE status than your peers which are 25% black owned. Ask for more details

All entities with annual turnover that is less than R10m are automatically BBBEE compliant whether they are black of white owned. All such entities are on level 4 with 100% procurement recognition. If such entity is 51% black owned in moves to level 2 and if 100 it is Level1.
