I haven't seen that name before. I agree that 帕氏 must refer to Pallas. But I haven't often seen the scientific names of birds directly translated into Chinese. In many cases there are official ornithological names and other names in common usage.

The Chinese name for Brown Dipper is 褐河乌, hè hé-wū, literally translated as 'brown river-crow'. An alternative name is 水黑老婆, shuǐ hēi lǎopó, literally translated as "water black wife". pic.twitter.com/MCXoX7wYKI

Hi Kevin. Are you sure your bird isn't a White-throated Kingfisher? Looks better for that species to me (lacks the white collar of Black-capped).

The Chinese name for Long-tailed Shrike is 棕背伯劳, zōng-bèi bóláo, literally translated as "reddishbrown-backed shrike". In some places, shrikes are known as 虎不拉 hù-bu-lǎ, "tiger cannot pull", possibly a tribute to their strength. pic.twitter.com/37dHVpmYYm
