No increase in tests administered in the last week. The percent positive climbing during that time. We're not testing nearly enough. Those "other 48" state lines are way too early to say there's no sharp increase up.

While NY has administered ~205k tests, CA has only done ~29k. Because of lack of tests or higher bar to get tested in CA?

It's very convenient to limit the daily tests to a maximum of 100k. You can then imply that the situation is under control. Unless you actually look at the rising percentage of positive cases, which tells you everything you really need to know.
