IMO it sounds like the real issue is there isn't a good way to handle forking dependencies (which is definitely an issue we've run into). I don't agree with committing built files though. You might as well commit node_modules if you want to do that.

Agreed. Even better you should put ticket numbers you are addressing in the commit message so people can just look up the ticket and get the context they need from there. Discussions can happen in the PR and the ticket itself.

But in all honesty, this has confused me for a long time. Closest thing I've found talking about this and there's been a lot of debate where the lines are draw. In the end though, it's up to the companies.

I've never seen that granular of a distinction (CSS engineer) but I have seen UI engineers or Front-end Developers distinguished into their own role. I feel typically larger companies are able to do this more so than smaller companies though.
