Cant' they finish making the Hangout Chat app first??
It is a completely under-featured service that they basically got tired of designing halfway through the app development. Some of the features that were promoted haven't even been integrated yet.

They should have just stopped at g-chat. It worked! Every chat app after that had fewer, less effective features.
