      Despite his claims that "many have told me they disagree with (me), including top virologists," he refused to support his claims by releasing the cable in its entirety. This made me suspicious that maybe the cable wasn't as damning as claimed, "top virologists" opinions or not.

      Turns out they had technical help from BSL-4 experts in the US and France, but they still had too few trained staff to even be allowed to start their Ebola research program...by the Chinese regulatory authorities. The scientists at WIV were aware of this so they wanted more help.

      They weren't using shoddy safety protocols with BSL-4 pathogens at all...in fact, they wanted more help from the US to develop "gold standard" safety protocols and fully train more technicians before they could start safely doing high containment work.

      Ironically, the cable lauded Dr. Shi Zhengli's finding that bats are a natural reservoir of SARS-like coronaviruses that could naturally spill over into humans, pointing to it as an example of how they've remained productive in spite of the setbacks.

      Speaking of coronavirus safety, the last line says that WIV scientists weren't even allowed to work with SARS-CoV because they didn't yet have regulatory approval. Not only did they not have access to Ebola, they couldn't even work with SARS classic!

      So yes, while we still can't exclude the possibility that #SARSCoV2 originated from a lab accident with a bat SARS-like CoV, we can say that the vague, out-of-context quotes used to bolster the "I'm just asking questions, did it come from a lab?" theories were misinterpreted.

      This cable says NOTHING about concerns with the work that was being done at WIV. The supposedly worrisome work was actually presented as a success story in a lab that was coming online more slowly than everyone--including the US authors of the cable--expected or hoped.

          3. They at least were still able to conduct high-impact research on bat SARS-like coronaviruses, so at least they were productive. Nowhere does this say anything resembling concerns that they aren't doing safe bat CoV work or these bat CoVs are a huge risk to humanity.
