I don't think it's about quelling the riots, but about them happening at all. The govt is most concerned with its own survival, and rioting has brought down several govts in the recent past (Thatcher, Heath).

I should point point, although I hope it's clear from my extensive timeline, that I too don't take the threat seriously. However, unless I'm wrong, either the govt does take it seriously or else it pretends to because it suits its agenda.
