Earlier today, several civilians, including at least one child, were injured in alleged Russian airstrikes on the town of Al Rami, Idlib governorate, local sources report.

In the first civilian harm incident monitored in Libya since June 29th, two fishermen were reportedly killed in alleged Egyptian airstrikes on Al Jaghboub near the Libyan-Egyptian border on October 19th. Abdullah Al Ashaibi was one of the victims.

A man was reportedly killed in an alleged joint US-led Coalition and SDF airdrop operation in the village of Al Majbal on October 16th. Sources are conflicted about whether the man was a civilian. Two others, including a woman, were injured.

In a statement, the UN said that two aid workers & their driver were injured, one of them critically, when the car they were traveling in was hit by a shrapnel resulting from a drone strike on another car in Idlib on October 15th. No belligerents were blamed for this incident.

Most of these attacks involved explosive weapons with wide-area effects in populated areas. The use of such weapons in populated areas can indiscriminately kill and wound large numbers of civilians in addition to damaging and destroying civilian objects and infrastructure.

The strikes damaged 12 healthcare facilities, 10 schools, forcing them to shut down, in some cases permanently, at least 5 markets, 4 displaced people’s camps, 4 residential neighborhoods, 2 commercial areas, a prison, church, stadium, and nongovernmental organization office.

The report documented 46 air and ground attacks, including the use of cluster munitions, that directly hit or damaged civilian objects and infrastructure in Idlib in violation of the laws of war. The strikes killed at least 224 civilians and wounded 561.

The Russian-Syrian military alliance has bombed hospitals, schools and markets in Syria's Idlib province. A investigation shows there were no legitimate military targets anywhere in sight. These were war crimes. Command responsibility goes to the top.
