China's spending on R&D hit a record high at 2.19% of its GDP last year(2018), up by 0.04 percentage points in 2017. AU needs to spend some of its operation funds on Research and Technology. You have to take smart risks in order to gain. Research in order to discover, and invent.

Africa needs to confront its Tech deficit from all fronts. can lead from the top and complement what other African Govts are doing. AU needs to upgrade its "Technology Division" into a Fully Fledged Well Funded Research Unit & put it in one of our African Cities.
