Doing contact tracing of domestic terrorists is different from innocent people that may have caught a cold. In the case of the riots, it is called for and just. It is due process to perform contact tracing of criminals which is what these rioters who have been arrested are.

The whole point of 'contact tracing' is that it gathers info on everyone they come in contact with ~ the clerk at the gas station or grocery store, everyone who happens to be shopping there, etc.
