I see your point, but the cost to us is related to the number of endpoints, not domains. We used to price per-domain, and we had people monitoring lots of small domains paying more than people monitoring one huge domain, which wasn't fair to them or us.

Even Let's Encrypt has to think about the cost of securing huge domains, which is why they have rate limits.
