There is a serious conversation to be had about how the next administration repairs the damage being done by this one, and not just in the State Department. IRS, EPA, USDA agencies among many others where talented and experienced people have been driven out of government.

It’s going to be awfully hard to get them back, or to replace the capacity being lost. Many of these agencies had older workforces to begin with; some had personnel shortfalls before Trump. A few (IRS particularly) were targeted deliberately by a hostile Congress.

Democratic Presidential candidates have devoted much time to designing policy in many areas, but even if one of them wins by a landslide next year he or she may struggle to implement even the best plans. People are policy.
