Many agencies are not capable of engaging with communities due to the funding demands, the lens they use and the press of time. Engagement is a time sensitive process which requires.....time! Also leadership needs to be flipped! “follow the bear” Inuit saying!

This netting was put up at Cardiff's massive Plasdwr development this week. It's purpose is to stop birds entering hedges as you can not disturb birds once they have started nesting. Three hours after we asked for comment the netting was removed.
