Worth noting that a majority of the cities and counties in all of these states have banned the sale of marijuana... that might be why they're ok with it.

Interestingly, the states with the most wide-spread access to cannabis dispensaries are polling the highest (CO, WA, OR) and states where retail rollout has been limited or non-existent are polling lower (CA, ME, MI). This trend would suggest your theory is completely wrong
