There is an exception for art. 13 but not art. 11. So no not completely exempt. Even though some appear to incorrectly say otherwise.

will solidify Googles dominance of the internet. Everyone who cannot afford the $100s of million to build their own filters will need to buy licenses to use Googles. It is the opposition to GAFA that this law will destroy.

We have a lot of leukemia blood smear images. Many uploaded by a pathologist who also has his own website here Most on WP are CC BY SA not PD. What is wrong with "own work"?

The directive in its current form however while enshrine Google powers. They own Content ID and this law will basically make everyone else buy licenses to it.
