I think it's possible to come up with an identity model that (i) is not central-authority-dependent, and (ii) preserves privacy, including the ability to generate a limited number of pseudonyms at increasing cost.

You can achieve simular by applying Saari’s amendment to Arrows theorem, with a contribution value derived from a descending relative weight proportional to stake. Which is the formula use is BOSCore Borda voting plan. (n+1-i)/n*stake as the f function.
