That Hammond, Cameron et al. failed to communicate this belated choice for Europe was especially costly in the UK case but not uniquely British, I think. Elite consensus is a powerful motor of integration but leaders across the EU struggle to connect with citizens.

Cameron's attitude towards securing a deal with the EU ahead of the ref ironically mixed up both perspectives. Counting on the other's commitment to preserve the Union whatever it takes, he wanted to flag that UK's com to EU was not a given.
