I might be wrong, but I suspect this isn't good news for Mamlouk's influence. Faruq al-Shara's appointment to VP-Foreign affairs (2006-2014) was de facto demotion. Najah al-'Attar (VP-cultural affairs since 2006) probably doesn't hold much more power in the regime than I do.
