To be fair, they would have done the same thing to anyone of any color/race/nationality/shoesize due to the fact that you're not supposed to be on that part of Lady Liberty. Protest respectfully, or get fucked.

It doesn't look like a chokehold is being applied there. Do you have some reporting or other evidence that that's what happened? They were there more than 2 hours, I think it more likely they persuaded her to come down, and that they are applying a safety harness here.
