New York City has a program where the city will pay for rehabilitating a building, including tenant relocation if needed and right of return, and place a lien on the property if a landlord doesn't maintain a building. US needs squatters rights.

Chris K was my landlord for two years. We all knew that if code enforcement showed up we wouldn't be able to live there anymore. We all loved the house and living together, so perversely were forced to put up with shit conditions.
