But what do you expect from a guy that has his charities take money from kids with cancer, and veterans. Who cheats on his wives, and his taxes. Who doesn't pay his contractors, who breaks nearly every promise (who is paying for the wall? Mexico?,) who lies about inauguration...

No, they are legally obliged to disregard and report illegal orders. Knowingly following illegal orders makes one subject to criminal penalties. That said, there are social and career considerations involved. It's hard to gauge their culpability.
