Yeah, call center fraud scoring doesn't map well to this. That is the approach I have seen.

Someone asked if I am serious. I write the Telecom Informer column for . I spent 6 months, without being paid, trying to get into either Google or Facebook to solve this problem (both said no). Some of the team working on this runs . Yes, we are very serious.

You know where most Windows problems come from? Backwards compatibility. Network 2.0 will have the same problem.

It's more a question of incentives. Phone companies don't have one unless the government makes them have it. And at the helm of the FCC isn't inclined to do anything constructive in general, and especially around this.

This is why you don't get nice things. There just isn't a good funding model for stuff that is socially useful, that solves a huge problem, and for which the existing startup model or BigCo funding model isn't a fit.

So far the advice we have gotten is to apply to and if we get in, VCs might invest. I don't think their model works for this though. We have no clear idea who would pay to solve this problem. Much less how to sell a billion dollars worth of solution. There's the rub.

Yeah, so we have a solution for this, and our prototype mostly works, and it's stuff nobody else is doing. But we can't figure out who will fund building it, or who will pay for it.

TL;DR Half of the money went to China to pay interest on the national debt. Most of the rest was "paid" but really went back to the banks.
