Many mgrs act as if they believe that if people aren't actively pushed, they will slack off, or withhold effort. Whether or not individual mgrs believe this, mgmt practices communicate the belief that workers need to be prodded.

IMO waterfall is quite sensible if you have 1) No Cost of Delay 2) Complete certainty in requirements & technology 3) No need for feedback. It is both hard to find such conditions, and hard to find economically viable projects when these conditions exist.
