From the little information I have, I think the hopper is too lose to the tanks. isn't the launch pad too small to such a big "test article"?. And, shouldn't they already have a better way to transport the hopper back?

There is a separate landing pad about 100m away for higher hops. That thing weighs almost 100t empty. There's no other practical way of moving it.

Elon tweeted maybe a couple of weeks. There's a bit of both federal and local approvals and paperwork requirements to clear for each 'flight'.
