Try clearing your muted apps in settings, make sure the type of notification you want muted is selected, and then try muting again.

That does look a bit too long. Try deleting /var/mobile/Library/Application Support/LiveSafari/needle@3x.png.

No, however asking every developer on twitter for a 12.3 jailbreak will actually demotivate them to release one, as it's really just annoying spam. A 12.3 jailbreak won't be released until a public exploit is released, and that probably won't happen for a while. Be patient.

I agree. Zebra was my go to package manager, but the stability was so lacking that I had to occasionally switch back to Cydia.
